The datasheet for the antenna says 130 x 60 mm but your device is only 80 x 40 mm. You are now losing 30-40% of antenna efficiency just on size alone, regardless of how well it is tuned. Remember that an off-the-shelf antenna always has a reference board it is tested on. Any deviations require thorough fine-tuning as a minimum.
