October 8, 2008 -- State College, PA
Remcom Inc. announced today a change in corporate leadership as Dr. Raymond Luebbers retires from the position of CEO and President and Dr. Stephen Fast, former Executive Vice President, assumes the role as his successor. After serving as Remcom’s founding president for nearly 15 years, Dr. Luebbers will remain in service to the company as a senior executive consultant, continuing to provide his widely recognized electromagnetic research expertise to Remcom and its customers.

Dr. Luebbers founded Remcom in 1994 while a professor of electrical engineering at The Pennsylvania State University, along with two of his graduate students, Scott Langdon and Christopher Penney. Dr. Luebbers’ experience includes a BSEE from the University of Cincinnati and MSEE and PhD in Electrical Engineering from The Ohio State University. After positions at Ohio University and the Lockheed Palo Alto Research Laboratory he joined the Electrical Engineering Department of The Pennsylvania State University in 1984. He was an NSF Visiting Professor in the Faculty of Engineering, Tohoku University, Sendai, Japan, and is currently an Adjunct Professor at Penn State. Dr. Luebbers is a Fellow of the IEEE Antennas and Propagation Society and co-author of the paper "FDTD Calculation of Scattering From Frequency-Dependent Materials," which received the 1993 Schelkunoff Best Paper Award of the IEEE Antennas and Propagation Society.

“When Chris, Scott and I started Remcom in 1994 I don’t think any of us expected the level of success that Remcom has achieved,” Dr. Luebbers said. “This has included steady growth in income and number of employees, and outside recognition such as a US Army SBIR Quality Award and inclusion in Inc. magazine’s list of the 5000 fastest growing private companies in the United States. These and other achievements are due to many factors, but most importantly to the creative work by Remcom employees. In particular, Steve Fast’s decision to join Remcom was an important milestone in the growth and success of the company.”

Dr. Fast has been an integral part of Remcom’s growth since 2002, leading the Government Service Division for the company. He holds a PhD in mathematics and has extensive experience in near earth propagation, electromagnetic propagation modeling and techniques, cellular phone modeling methods, computational electromagnetics, evaluation of tactical communications, and intelligence systems. These intellectual enterprises have shaped a remarkably broad range of professional accomplishments at Remcom, such as the development of the Electromagnetic Propagation Integrated Resource Environment (EMPIRE), novel algorithms in radio meteorology and a single point urban geolocation method based on urban propagation predictions. Dr. Fast has also led Remcom in a highly successful collaboration with the Penn State Meteorology Department, which focused on the development of atmospheric interpolation methods for anomalous conditions that may be used in support of radio wave propagation.

Dr. Fast had this to say about the transition: “Ray brought Remcom inspiring technical vision and a wealth of innovation. Our customers appreciated his sincere willingness to provide them with his wisdom and consultation. I am proud and honored to represent Ray’s legacy and to lead Remcom as the company continues to grow.”
